According to local stories, the most expensive public toilet in Estonia is located next to the parlament house on a hill in the old town. It is made of black marble and was built a few years after Estonia gained independence from the USSR. This toilet was heavily criticised by citizens. The first years of independence were economically tough and the government spent millions of kronas on a public toilet.
